About the Role
The Category Manager will play a key role in developing and executing category strategies for assigned spend categories, working closely with business units to understand current and future procurement needs, support competitive sourcing, manage supplier relationships, and improve procurement effectiveness. The role requires a balance of commercial judgement, analytical capability, stakeholder management, and practical execution in an engineering, contracting, products, and services environment.
Depending on experience, the position may be appointed as Manager or Assistant Manager.
Key Responsibilities
- Develop and implement category strategies for assigned materials and services categories (e.g., cable, pipe & fittings, valves, builder’s work, electrical, fire service etc.), considering business requirements, spend patterns, market conditions, supplier landscape, cost drivers, quality, delivery, and risk considerations.
- Analyse procurement spend, supplier base, purchase history, demand patterns, and market benchmarks to identify opportunities for cost optimisation, supplier consolidation, framework agreements, direct sourcing, process improvement, and better demand management.
- Lead end-to-end strategic sourcing activities, including requirement clarification, sourcing strategy development, tenderer list preparation, RFx execution, tender evaluation, commercial negotiation, award recommendation, and benefits tracking.
- Work closely with business units and corporate functions to understand current and future sourcing needs, challenge demand where appropriate, and ensure category strategies are practical, commercially sound, and aligned with operational requirements.
- Partner with internal stakeholders to improve early procurement involvement in project planning, pre-tender activities, budgeting, supplier selection, and major spend decisions.
- Manage supplier relationships for assigned categories, including supplier segmentation, performance monitoring, business reviews, issue resolution, risk mitigation, and continuous improvement initiatives.
- Own the contract management process for assigned categories, working with internal stakeholders and relevant corporate functions to ensure commercial terms, service levels, risk allocation, compliance requirements, and renewal / termination actions are properly managed.
- Identify and connect business units with capable and innovative suppliers, including alternative suppliers, Mainland China sourcing opportunities, new product / service providers, and suppliers that can support business competitiveness and customer requirements.
Qualifications
- Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, Engineering, Quantity Surveying, or a related discipline.
- Professional qualification such as CIPS or CPSM, or equivalent would be an advantage.
- Minimum 8–10 years of relevant experience in procurement, strategic sourcing, category management, commercial, supply chain, quantity surveying, or supplier management.
- Experience in engineering, construction, E&M, facilities management, maintenance services, building products, subcontracting, or project-based procurement would be highly relevant.
- Solid understanding of category management, RFx / tendering, supplier selection, commercial negotiation, contract management, supplier performance management, procurement governance, and compliance.
- Strong analytical and commercial capability, with the ability to interpret spend data, supplier data, cost breakdowns, market information, and procurement KPIs to develop practical sourcing recommendations.
- Strong stakeholder management, communication, influencing, and negotiation skills, with the ability to work effectively with business units, project teams, technical users, and external suppliers.
- Good command of English and Chinese, proficiency in Microsoft Office, and experience with ERP, Procurement system, Power BI, or similar tools preferred.
