Role Summary
Engineer, Procurement is responsible for executing end-to-end procurement activities, ensuring timely sourcing, compliance with governance, and alignment with operational and production requirements. This role operates at the delivery layer, managing sourcing cycles, vendor coordination, and contract execution, while escalating strategic decisions and complex negotiations to the Procurement Manager.
Key Responsibilities
- Execute procurement processes including RFI, RFQ, and RFP issuance in line with approved procurement plans.
- Manage bid collection, commercial and technical evaluations, and prepare recommendation reports.
- Process purchase orders (POs) and ensure timely issuance aligned with business requirements.
- Ensure procurement cycle adherence to timelines, budgets, and technical specifications.
- Support vendor identification, onboarding, and prequalification processes.
- Maintain supplier database and ensure proper documentation and records management.
- Monitor supplier performance against delivery timelines, quality standards, and service levels.
- Escalate vendor performance issues, delays, and risks to management.
- Support contract drafting and review in coordination with Legal and Procurement Manager.
- Administer contracts post-award, including tracking deliverables, milestones, and compliance requirements.
- Assist in managing variation orders, claims, and related documentation
- Liaise with internal stakeholders (Engineering, Operations, Finance, Quality) to ensure clarity of procurement requirements

- Follow up on technical specifications, delivery schedules, and required approvals.
- Ensure procurement deliverables are aligned with operational and project timelines.
- Ensure procurement activities comply with internal policies, Delegation of Authority (DOA), and regulatory requirements
- Maintain complete and accurate documentation to support audit readiness
- Adhere to ethical procurement practices and transparency standards
- Maintain accuracy and integrity of procurement data within ERP systems
- Prepare operational reports covering procurement status, cycle times, and supplier performance
- Support tracking and reporting of procurement KPIs
Qualifications & Experience
- Bachelor's degree in Industrial Engineering, Supply Chain Management or related field.
- Minimum 3–5 years of hands-on procurement experience, preferably in manufacturing, industrial, or engineering environments.
- Proven experience in executing RFQs/RFPs, bid evaluations, and purchase order management.
- Familiarity with Saudi procurement regulations and basic contract terms and conditions.
- Hands-on experience with ERP systems (SAP, Oracle, Microsoft Dynamics, or equivalent).
- Exposure to CAPEX and/or technical procurement is preferred.
- Basic understanding of INCOTERMS, logistics coordination, and customs processes is an advantage
