Environmental Engineer/Stormwater Specialist
Location:
Raleigh, NC
Salary: $80,000 – $90,000
Work Schedule:
Monday – Friday, 8 am – 5 pm
Responsibilities
- Lead the University’s MS4 Stormwater Permit Program, overseeing program administration, education, outreach, and review/approval of post‑construction Stormwater Management Plans (SWMPs) for campus projects.
- Manage program aspects: inspections, erosion & sediment control reviews, pollution prevention inspections, annual reporting.
- Identify gaps, improve processes, develop new initiatives, supervise stormwater interns, and serve as non‑voting member of the Stormwater Management Advisory Committee.
- Contribute to broader Environmental Health and Safety (EHS) efforts by providing guidance on environmental compliance and supporting campus life‑protection programs.
- Provide expert guidance and practical solutions for complex or non‑standard situations; stay current on industry trends and evolving MS4 requirements.
- Develop and deliver training, outreach materials, educational resources; respond promptly to queries and promote awareness campus wide.
- Review and approve SWMPs and stormwater control measure designs; collaborate with regulatory agencies and industry professionals.
- Support development/approval of stormwater & erosion control plans; guide campus partners on routine & complex challenges; help design & implement new or improved program initiatives.
- Serve as primary point of contact for stormwater‑related issues, including illicit discharges; mentor interns; maintain databases/spreadsheets, analyze trends, and develop annual reports to leadership and regulators.
- Participate in other environmental program activities as necessary.
Qualifications
- Bachelor’s Degree in Engineering or relevant field (or equivalent training/experience).
- Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors.
- Demonstrated knowledge in program development & administration of University’s MS4 Stormwater Program.
- Ability to stay current on emerging industry trends/regulations, assess & communicate changes, and suggest necessary revisions.
- Technical support, analysis, and consultative services for MS4 Stormwater Program management.
- Ability to conduct & document inspections, determine corrective actions, and implement them.
- Proficiency with databases/spreadsheets for program tracking, trend monitoring, analysis, and reporting.
- Knowledge of environmental principles, practices, equipment, and applicable regulations for compliance.
- Strong communication and organizational skills.
- Must be able to inspect streams/outfalls over rough terrain.

- State‑Certified Stormwater Management Plan Reviewer (or ability to obtain within first year).
- Valid driver’s license required.
