OBJETIVO DEL PUESTO:

Liderar la representación institucional del BCIE en el país, promoviendo la integración económica y el desarrollo sostenible a través de la dirección y gestión del portafolio de operaciones del BCIE para los sectores público y privado, procurando una atención eficiente de las necesidades del país en aplicación de la estrategia y normativa del BCIE. Esto incluye el liderazgo de los procesos de planificación, identificación, formulación, estructuración, administración y demás procesos del ciclo de proyectos asociados a las operaciones del BCIE en el país, así como la administración de los recursos asignados a la Gerencia de País. Esta posición es responsable de liderar las relaciones con actores clave del sector público, privado y organismos multilaterales en el país.

REQUISITO GENERAL: Para residir en Honduras

Licenciatura o Ingeniería con Grado académico de maestría o equivalente o Licenciatura o Ingeniería con al menos dos años de experiencia adicional a la requerida por el puesto.

EXPERIENCIA REQUERIDA POR EL PUESTO:

• Instituciones financieras regionales e internacionales.
• Banca Multilateral de Desarrollo.
• Estructuración y financiamiento de proyectos de desarrollo para el sector público y privado.
• Administración de portafolio de proyectos públicos y privados.
• Establecimiento de relaciones y gestión de clientes del sector público y privado, organismos internacionales y contrapartes de financiamiento, con el objetivo de proponer, negociar y administrar operaciones de inversión.
• Coordinación de equipos multidisciplinarios.

EXPERIENCIA GENERAL:

• Experiencia laboral mínima: 11 años.

FUNCIONES:

• Ejercer la representación institucional del BCIE y manejar las relaciones estratégicas, actuando como enlace entre el BCIE y los sectores público y privado en el país, fortaleciendo los vínculos con otras instituciones multilaterales, bancos locales, agencias de cooperación y otros actores clave con el fin de identificar y coordinar iniciativas conjuntas.
• Liderar la promoción, identificación, estructuración y negociación de nuevas operaciones para el BCIEen el país, tanto del sector público como del sector privado.
• Gestionar el portafolio de operaciones del BCIE en el país para los sectores público y privado a través de todos los procesos del ciclo de proyectos de la institución.
• Liderar la planificación estratégica y operativa del BCIE en el país, incluyendo nuevas aprobaciones y desembolsos, en seguimiento a los lineamientos institucionales y en atención a las necesidades del país.
• Administrar y controlar el uso eficiente de los recursos de la Gerencia de País con el fin de lograr mayor productividad, así como gestionar el recurso humano, con el objetivo de fortalecer y mejorar su desempeño.

CONOCIMIENTOS REQUERIDOS:

• Conocimiento del sector financiero y banca multilateral de desarrollo.
• Productos y servicios bancarios para el financiamiento de proyectos y programas de desarrollo públicos y privados.
• Mecanismos de financiamiento con bancos de desarrollo, agencias de cooperación y banca comercial.
• Conocimiento en estructuración y administración de proyectos y portafolios

POSITION OBJECTIVE:

Lead CABEI's institutional representation in the country, promoting economic integration and sustainable development through the direction and management of CABEI's portfolio of operations for the public and private sectors, seeking an efficient response to the country's needs in application of CABEI's strategy and regulations. This includes the leadership of the planning, identification, formulation, structuring, administration and other processes of the project cycle associated with CABEI's operations in the country, as well as the administration of the resources assigned to the Country Management. This position is responsible for leading relationships with key actors from the public and private sectors and multilateral organizations in the country.

GENERAL REQUIREMENT: To reside in the Republic of Honduras.

Bachelor's or Engineering with a Master's degree or equivalent or a Bachelor's degree or Engineering with at least two years of additional experience to that required by the position.

EXPERIENCE REQUIRED BY THE JOB:

• Regional and international financial institutions.
• Multilateral Development Bank.
• Structuring and financing of development projects for the public and private sectors.
• Portfolio management of public and private projects.
• Establishment of relationships and management of clients from the public and private sector, international organizations and financing counterparties, with the aim of proposing, negotiating and managing investment operations.
• Coordination of multidisciplinary teams.

GENERAL EXPERIENCE:

• Minimum professional experience: 11 years.

FUNCTIONS:

• Exercise CABEI's institutional representation and manage strategic relations, acting as a liaison between CABEI and the public and private sectors in the country, strengthening ties with other multilateral institutions, local banks, cooperation agencies and other key actors in order to identify and coordinate joint initiatives.
• Lead the promotion, identification, structuring and negotiation of new operations for CABEI in the country, both in the public and private sectors.
• Manage CABEI's portfolio of operations in the country for the public and private sectors through all processes of the institution's project cycle.
• Lead CABEI's strategic and operational planning in the country, including new approvals and disbursements, in accordance with institutional guidelines and in response to the country's needs.
• To administer and control the efficient use of the resources of the Country Management in order to achieve greater productivity, as well as to manage human resources, with the aim of strengthening and improving their performance.
