We are seeking an experienced and forward thinking Head of Digital Engineering Support (DES) Team to lead, manage, and grow our global BIM capability, drafting capability and digital quantity/ volume analyst across Singapore and overseas offices.

This role oversees BIM modelling, digital design workflows, drafting support, volume computation and authorities’ e-submission processes for coastal, reclamation, and multi disciplinary engineering projects. The Digital Engineering Support team tasks listed are non-exclusive.

Key Responsibilities

1) Leadership & Team Management (Singapore + Global BIM Teams)

– Lead and manage DES including BIM modeler, drafters, digital quantity/volume analyst teams located in Singapore and overseas.

– Oversee operations, manpower planning, work allocation, and resource balancing.

– Conduct performance reviews, coach staff, and plan competency development.

– Ensure adherence to BIM standards, modelling protocols, and quality requirements.

– Support recruitment, onboarding, and upskilling globally.

– Translate engineering design requirement into modelling instructions

– Foster a collaborative, high-performance team culture.

– Coordinate across disciplines and project teams

2) BIM Strategy, Standards & Execution

– Oversee development and improvement of BIM processes for coastal and reclamation projects.

– Ensure alignment with BIM Execution Plans (BEP), project standards, and authority requirements.

– Review and approve models before submission or federated integration.

– Lead clash detection coordination, issue management, and model audits.

– Drive BIM innovation and adoption of new digital tools across teams.

– Set BIM standards, modeling workflow and data structures

3) Drafting support

– support project teams in preparing sketches, drawings and documentation

– Convert engineering sketches or BIM models into 2D drawings

– Maintain drawing registers and revisions

4) Digital Quantity / Volume Analyst

– Extract quantities and volumes from models

– Run cut-fill analysis, dredging volumes, reclamation quantities

– Review volume computation during tender evaluation

5) Authorities’ Submission & Compliance (Singapore)

– Lead and manage all authorities’ e-submission processes (BCA, PUB, LTA, NParks, JTC, etc.).

– Ensure models, drawings, and documents meet regulatory standards.

– Liaise with agencies for clarifications and resubmissions.

– Maintain updated knowledge of Singapore’s BIM and digital submission requirements.

6) Project Delivery Support

– Provide technical oversight to project teams during design, tender, and construction.

– Produce BIM models, tender drawings, simulations, quantity take-offs, and visualizations.

– Support construction teams to ensure model compliance.

– Coordinate multidisciplinary model integration with stakeholders.

7) Digital Asset Management & Model Governance

– Oversee creation and maintenance of digital asset libraries.

– Ensure proper file management, version control, documentation, and data integrity.

– Establish audit procedures to maintain high-quality model outputs.

8) Administrative & Operational Responsibilities

– Oversee administrative matters (timesheets, training schedules, leave coordination).

– Prepare reports on team utilisation and workload forecasts.

– Support budgeting for software, hardware, and digital tools.

– Ensure compliance with corporate policies and cybersecurity guidelines.

Key Qualifications

– Diploma or Degree in Engineering, Architecture, Construction or related field.

– 5–8 years of relevant BIM experience, including leadership responsibility.

– Strong proficiency in AutoCAD, Civil 3D, Revit, and Navisworks.

– Knowledge of 4D simulation tools and visualization software is a plus.

– Understanding of Singapore authorities’ e-submission requirements preferred.

– Experience in coastal or reclamation projects preferred.

– Strong communication and stakeholder-management skills.

– Ability to lead global teams and manage multiple deadlines.
