2. POSITION PURPOSE

The Site HSEQ Supervisor is responsible for ensuring that all on-site activities carried out by hired subcontractors fully comply with the company's Health, Safety, Environment, and Quality standards, as well as all applicable legal requirements and client specifications.

The core mission is to directly supervise and control on-site execution, ensuring subcontractors operate under safe conditions, with valid permits, approved procedures, and the required quality levels throughout all project phases (civil works, mechanical assembly, electrical installation, and commissioning).

This role works hand-in-hand with the Site Manager, providing expert HSEQ guidance for all operational decisions and acting as the hands-on executor of daily risk management, non-conformance control, and site documentation.

3. KEY RESPONSIBILITIES

Health & Safety

  • Conduct daily on-site safety supervision of all subcontractor activities, verifying compliance with approved procedures (RAMS, JHA, PTW, etc.).
  • Perform regular site safety inspections, identifying unsafe acts and conditions, and enforcing immediate corrective actions.
  • Manage the Permit to Work (PTW) system for all critical activities: working at height, excavations, crane lifts, high-voltage electrical works, commissioning tests, etc.
  • Participate in activity-specific risk assessments with subcontractors, ensuring all preventive measures are implemented before work begins.
  • Investigate incidents, near misses, and minor accidents, preparing reports and defining corrective actions in coordination with the Site Manager.
  • Ensure all site personnel (both company and subcontractor staff) hold the required training, qualifications, and use appropriate Personal Protective Equipment (PPE).
  • Lead daily toolbox talks and weekly site HSEQ meetings.

Quality Management

  • Ensure all subcontractor works meet project technical specifications, drawings, approved procedures, and quality standards.
  • Manage the site quality control system: material receiving inspections, process controls, testing, and commissioning checks.
  • Issue and track Non-Conformance Reports (NCRs), perform root cause analysis, and ensure implementation of corrective and preventive actions (CAPA).
  • Conduct joint inspections with the client and subcontractors at all hold and witness points defined in the Inspection and Test Plans (ITPs).
  • Ensure proper quality documentation: inspection reports, material certificates, test protocols, handover records, etc.
  • Coordinate with the Site Manager on phase completion sign-offs and final acceptance of subcontractor works.

Environmental Management

  • Supervise subcontractor compliance with environmental requirements and applicable regulations throughout site execution.
  • Monitor proper on-site waste management (segregation, temporary storage, and disposal).
  • Verify implementation of erosion control, soil protection, water management, and spill prevention measures.
  • Ensure material stockpiles, equipment, and work areas do not generate unacceptable environmental impacts.
  • Report any environmental deviations to the Site Manager and propose mitigation measures.

Subcontractor Oversight & Site Manager Coordination

  • Act as the primary HSEQ point of contact for all subcontractors, ensuring they fully understand and apply the required standards from day one.
  • Conduct HSEQ alignment meetings with each subcontractor prior to their mobilization and start of activities.
  • Monitor and evaluate subcontractor HSEQ performance through field audits and key performance indicators.
  • Advise the Site Manager on all operational decisions with HSEQ implications.
  • Actively participate in daily and weekly coordination meetings with the Site Manager and subcontractor foremen.
  • Prepare and submit regular HSEQ performance reports on subcontractors to project management.

Documentation, Reporting & Auditing

  • Maintain up-to-date site records: permits, inspection logs, incident reports, quality documentation, etc.
  • Prepare weekly and monthly HSEQ reports for the Site Manager and project leadership.
  • Participate in internal and external audits (client, certification bodies, regulatory authorities), providing all required documentation.
  • Ensure full traceability of all site control activities and records.

Regulatory Compliance & ISO Standards

  • Ensure site activities are executed in compliance with:
  • ISO 9001 (Quality Management)
  • ISO 14001 (Environmental Management)
  • ISO 45001 (Occupational Health & Safety)
  • Support the Corporate HSEQ Manager in implementing and maintaining the Integrated Management System (IMS) at site level.
  • Collaborate in certification and recertification audits, ensuring site evidence is available and fully compliant.

4. SKILLS & QUALIFICATIONS

Education & Training

  • University degree in Engineering (Industrial, Civil, Electrical or similar), Environmental Sciences, Occupational Health & Safety, or a related discipline.
  • Intermediate-level Occupational Risk Prevention training (RD 39/1997) – approximately 600 hours – highly desirable; Basic level (60 hours) may be considered.
  • Specific high-voltage electrical safety training (per RD 614/2001) – mandatory for this role.
  • Specific training in Quality Management (ISO standards, auditing) and electrical safety for supervisors.

Certifications (Desirable)

  • ISO 9001, 14001 and/or 45001 Lead Auditor certification.
  • Training in working at height, confined spaces, crane & rigging operations, electrical hazards.
  • Formal Occupational Safety & Health (PRL) training (Basic, Intermediate, or Advanced as per local legislation).

Professional Experience

  • Minimum 5 years of experience in similar field roles (Site HSEQ Supervisor, Site Safety & Quality Technician) on EPC renewable energy projects (solar PV plants, BESS, high-voltage overhead/underground lines, substations).
  • Proven experience in direct subcontractor oversight in high-demand technical and safety environments.
  • Solid understanding of construction processes for PV plants and high-voltage infrastructure: earthworks, foundations, steel structures, cable pulling, electrical assembly, testing, and commissioning.

Technical Knowledge (Valued)

  • High-voltage infrastructure: overhead and underground lines, electrical substations.
  • HSEQ management systems: implementation and maintenance per ISO standards.
  • IT proficiency: MS Office (Excel, Word, PowerPoint), document management systems, NCR and KPI tracking tools.
  • Languages:
  • Spanish – Native.
  • English – Fluent (written and spoken) – essential for client communication and technical documentation. Additional languages are a plus.
