Position Summary:

The Lead DCS Commissioning Engineer is responsible for leading all Distributed Control System (DCS) commissioning activities for the Owner’s Project Management Team during pre-commissioning, commissioning, startup, performance testing, reliability run, and plant handover.

The role provides technical leadership and oversight of the EPC Contractor’s commissioning activities, ensuring that Emerson DCS systems are installed, configured, tested, integrated, and commissioned safely and in accordance with project specifications, OEM requirements, international standards, and project schedule.

The Lead DCS Commissioning Engineer will coordinate closely with the EPC Consortium, Emerson, Mitsubishi Power, Owner’s Engineer, Operations Team, and other discipline commissioning engineers to ensure successful system integration and commercial operation.

Document Management & Control

  • Maintain all project documentation workflows within the designated document management system.
  • Register, classify, distribute, and archive incoming and outgoing documents.
  • Ensure documents are correctly numbered, revision-controlled, and approved before issuance.
  • Maintain complete and current project records throughout all project phases.
  • Control confidential and sensitive project documentation.

Engineering Document Control

  • Manage engineering deliverables including:
  • Drawings
  • Specifications
  • Calculations
  • Method Statements
  • Inspection & Test Plans (ITPs)
  • Technical Queries (TQs)
  • RFIs and NCRs
  • Monitor document review cycles and expedite overdue approvals.
  • Coordinate document transmittals between Owner, EPC Contractor, OEMs, Consultants, and Lenders.

Construction & Site Documentation

  • Maintain site records including:
  • Site instructions
  • Daily reports
  • Quality records
  • Inspection reports
  • Test certificates
  • Material approvals
  • As-built drawings
  • Support quality and commissioning teams in maintaining project records required for turnover and handover.

Reporting & Tracking

  • Generate weekly and monthly document status reports.
  • Track engineering deliverables against project schedules.
  • Monitor overdue comments, approvals, and document submissions.
  • Provide document control KPIs and dashboards to project management.

System Administration

  • Administer project document management platforms (Think Project, Aconex, SharePoint, EDMS, etc.).
  • Maintain user permissions and access controls.
  • Train project personnel on document control procedures and systems.
  • Provide first-line support to document management system users.

Quality & Compliance

  • Ensure compliance with:
  • Project Document Control Procedures
  • ACWA Power requirements
  • ISO 9001 requirements
  • Contractual obligations
  • Lender and regulatory requirements
  • Conduct regular audits of project documentation.
  • Identify process deficiencies and recommend improvements.

Project Close-Out

  • Compile final project records.
  • Verify completeness of handover dossiers.
  • Ensure availability of:
  • As-built documentation
  • O&M Manuals
  • Warranty records
  • Test reports
  • Commissioning records
  • Support successful project handover to Operations & Maintenance teams.

Qualifications

  • Bachelor's Degree or Diploma in Business Administration, Information Management, Engineering, or related discipline.
  • 5–10 years of document control experience.
  • Minimum 3 years on large-scale EPC power, energy, or infrastructure projects.
  • Experience on CCGT, IPP, or industrial projects preferred.
