Key Responsibilities:
- Prepare and issue Requests for Quotations (RFQs), Requests for Proposals (RFPs), and procurement inquiries for project materials, equipment, and services.
- Coordinate with Project Management Teams (PMT), Engineering/Design Departments, and suppliers to clarify Bills of Quantities (BOQ), technical specifications, drawings, and scope of work requirements.
- Evaluate technical and commercial proposals received from suppliers and subcontractors.
- Conduct commercial negotiations to secure competitive pricing, favorable payment terms, delivery schedules, and contractual conditions in line with project budgets and company policies.
- Issue and administer Purchase Orders (POs), service agreements, and procurement-related contracts in a timely manner.
- Develop, maintain, and continuously improve a reliable and qualified supplier database.
- Identify, evaluate, and qualify new suppliers, manufacturers, and subcontractors to support project requirements.
- Conduct market research, supplier assessments, and price analysis to ensure cost-effective procurement decisions.
- Visit supplier facilities when required to assess capabilities, production capacity, quality standards, and compliance requirements.
- Identify alternative suppliers and sourcing strategies to mitigate risks and strengthen commercial leverage.
- Process advance payment requests and coordinate Letters of Credit (L/Cs) and other trade finance requirements in accordance with company procedures.
- Ensure receipt and validity of bank guarantees, bonds, and other contractual securities where applicable.
- Coordinate with Finance and other internal stakeholders to ensure timely processing of supplier payments.
- Monitor procurement progress and ensure the timely delivery of materials and services to project sites.
- Coordinate with Materials Management, Logistics, and Project Teams to track orders, shipments, and supplier performance.
- Ensure timely mobilization of contractors and service providers in accordance with contractual obligations.
- Maintain accurate procurement records and ensure proper closure of Purchase Orders and contracts upon completion.
- Ensure compliance with company procurement policies, contractual requirements, quality standards, and applicable regulations.
- Prepare procurement reports, supplier performance evaluations, and sourcing recommendations for management review.
