About the Role
The Procurement Operations Manager will play a key role in managing day-to-day procurement operations while driving internal change, process optimisation, system enhancement, warehouse-related improvement, vendor relationship management, and commercial negotiation support. The role requires a hands-on operator who can work across Procurement, business units, Finance, IT, and external suppliers to improve procurement effectiveness and ensure new ways of working are embedded sustainably.
Key Responsibilities
- Manage procurement operations and back-office processes, including purchase order / work order review, RFQ-to-PO workflow supervision, supplier onboarding, system maintenance, operational issue resolution, and compliance with procurement policies and approval requirements.
- Drive procurement process standardisation, governance improvement, and adoption of better sourcing practices across business units while maintaining sufficient flexibility for different business and project requirements.
- Lead procurement system enhancement initiatives, including Procurement / ERP workflow improvements, user requirement collection, user acceptance testing, defect resolution, training, change communication, and post-implementation support.
- Act as the key procurement liaison for internal users and suppliers on system and process-related matters, ensuring users understand updated workflows and suppliers are properly connected to relevant procurement platforms and operating requirements.
- Support internal change management for procurement initiatives, including communication planning, training delivery, stakeholder engagement, adoption tracking, feedback collection, and reinforcement of new processes across business units.
- Manage vendor relationships, including performance monitoring, service review meetings, issue escalation, contract compliance, renewal coordination, and continuous improvement discussions.
- Support commercial negotiation and value improvement initiatives with vendors, including price review, service level discussion, contract term alignment, operational cost optimisation, and rebate / saving opportunities.
Qualifications
- Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related discipline.
- Minimum 8–10 years of relevant experience in procurement operations, sourcing, or supply chain, ideally within the engineering or manufacturing sectors
- Solid understanding of RFQ / PO / WO processes, supplier onboarding, approval workflow, vendor coordination, procurement compliance, and operational controls.
- Experience in engineering, construction, E&M, maintenance services, building products, subcontracting, or project-based procurement would be highly relevant.
- Strong analytical, stakeholder management, vendor management, and negotiation skills, with the ability to resolve operational issues, review service levels, and support practical commercial discussions.
- Good command of English and Chinese, proficiency in Microsoft Office, and experience with ERP, Procurement system, WMS, Power BI, or similar tools preferred.
