Position Summary

The Senior Infrastructure & Field Engineer is responsible for planning, designing, implementing, and maintaining SINET's fiber optic infrastructure across Phnom Penh and provincial areas. This role provides advanced technical expertise in fiber network construction, installation, restoration, maintenance, and project implementation while coordinating with internal teams, contractors, and vendors to ensure reliable and high-quality network deployment

Key Responsibilities

Infrastructure Planning & Network Design

1. Design, review, and implement fiber optic infrastructure projects, including backbone, distribution, and customer access networks.
2. Conduct site surveys and technical assessments for new network expansion and infrastructure upgrades.
3. Prepare network designs, route plans, fiber allocation, and technical documentation using AutoCAD, GIS, or other design tools.
4. Perform network capacity planning and recommend improvements to enhance network reliability and scalability.
5. Support long-term infrastructure planning and provide technical recommendations for network expansion projects.

Project Implementation

1. Coordinate and supervise contractors and field teams during fiber deployment, installation, relocation, and restoration activities.
2. Monitor project progress to ensure work is completed according to technical standards, timelines, and quality requirements.
3. Review project drawings, Bills of Quantities (BOQ), material requirements, and construction documentation.
4. Ensure all completed projects have accurate as-built documentation and network records.

Operations & Maintenance

1. Troubleshoot complex fiber infrastructure issues and provide technical support for network outages and emergency restoration.
2. Coordinate preventive and corrective maintenance activities for fiber optic infrastructure.
3. Monitor network performance and recommend corrective actions to improve service availability and customer experience.
4. Ensure compliance with company engineering standards, safety regulations, and installation procedures.

Inventory & Vendor Coordination

1. Coordinate with Procurement and Warehouse teams regarding technical specifications, material requests, and inventory requirements.
2. Verify the quality and specifications of fiber materials and network equipment before deployment.
3. Work closely with contractors and vendors to ensure project deliverables meet SINET quality standards.

Documentation & Reporting

1. Maintain accurate engineering drawings, fiber records, splice diagrams, and infrastructure documentation.
2. Prepare technical reports, project updates, and maintenance reports for management.
3. Ensure all engineering documentation is updated following project completion.

Technical Leadership

1. Provide technical guidance and mentoring to Infrastructure, field and Technicians.
2. Assist the Manager in developing engineering standards, work procedures and best practices.
3. Support technical training and knowledge sharing within the Infrastructure & Field team.
4. Perform other duties assigned by management.

Qualifications

Education

• Bachelor's Degree in Telecommunications Engineering, Electrical Engineering, Computer Engineering, Civil Engineering, or a related field.

Experience

• Minimum 4–6 years of experience in fiber optic network engineering, telecom infrastructure, or ISP network construction.
• Experience in FTTH/FTTx deployment, OSP/ISP infrastructure, and fiber maintenance.
• Experience working with contractors, field teams, and telecom infrastructure projects.
