Job Title: Site HSE Manager

Job Purpose:

Lead and manage all Health, Safety, and Environmental (HSE) activities at the wastewater treatment plant to ensure a safe working environment, regulatory compliance, environmental protection, and continuous improvement of HSE performance while supporting reliable plant operations.

Key Responsibilities

  • Develop, implement, and maintain the site's Health, Safety, and Environmental Management System.
  • Ensure compliance with company HSE policies, client requirements, and applicable Saudi regulations and standards.
  • Conduct risk assessments and implement appropriate control measures to eliminate or minimize workplace hazards.
  • Lead routine HSE inspections, audits, and safety observations, ensuring timely closure of corrective actions.
  • Manage the Permit to Work (PTW) system and verify compliance with all safe work procedures.
  • Lead investigations of incidents, accidents, and near misses, identify root causes, and implement corrective and preventive actions.
  • Develop and deliver HSE awareness programs, toolbox talks, inductions, and training sessions for employees and contractors.
  • Monitor compliance with PPE requirements and safe working practices.
  • Review and approve Job Safety Analysis (JSA/JHA), Method Statements, and risk assessments before work execution.
  • Develop, implement, and maintain emergency response plans and coordinate emergency drills.
  • Monitor environmental compliance, including waste management, chemical handling, pollution prevention, and environmental reporting.
  • Prepare HSE reports, statistics, KPIs, and performance dashboards for management and clients.
  • Coordinate with regulatory authorities, clients, consultants, and contractors regarding HSE requirements.
  • Lead and supervise the site HSE team, ensuring high performance and continuous professional development.
  • Exercise Stop Work Authority whenever unsafe conditions or behaviors present an immediate risk to people, assets, or the environment.
  • Perform any other duties assigned by management within the scope of the position.

Qualifications

  • Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
  • Professional certifications such as NEBOSH IGC, IOSH, OSHA, or equivalent are preferred.

Experience

  • Minimum 5 years of experience in Health, Safety, and Environment (HSE), preferably within wastewater treatment plants, water treatment facilities, industrial plants, or operation and maintenance projects.

Required Skills

  • Strong knowledge of HSE regulations, standards, and best practices.
  • Experience in risk assessment, incident investigation, and Permit to Work systems.
  • Knowledge of confined space entry, Lockout/Tagout (LOTO), working at height, lifting operations, hot work, and chemical safety.
  • Strong leadership, communication, and team management skills.
  • Excellent reporting, analytical, and problem-solving abilities.
  • Proficiency in Microsoft Office and HSE management systems.
