Position Summary

We are seeking a highly skilled Senior MEP Tendering & Estimation Engineer to lead the preparation of technical and financial proposals for mechanical, electrical, and plumbing works.

The role is responsible for reviewing tender documents, drawings, specifications, and BOQs; performing accurate quantity take-offs; preparing detailed cost estimates; obtaining quotations from suppliers and subcontractors; and coordinating with multidisciplinary teams to ensure competitive, compliant, and commercially sound tender submissions.

The successful candidate will play a critical role in securing MEP, fit-out, renovation, and design-build projects while supporting the company’s strategic growth and profitability.

Key Responsibilities

Tender Review & Analysis

  • Review MEP tender documents, drawings, BOQs, specifications, and contractual requirements.
  • Analyze the scope of mechanical, electrical, plumbing, fire protection, low-current, and related systems.
  • Identify missing information, discrepancies, technical risks, exclusions, and scope gaps.
  • Prepare RFIs, technical queries, and tender clarifications for clients and consultants.
  • Conduct bid/no-bid assessments and preliminary project feasibility reviews.
  • Attend pre-bid meetings and site visits when required.

Quantity Take-Off & Cost Estimation

  • Perform detailed quantity take-offs for all MEP systems.
  • Prepare comprehensive cost estimates covering materials, labor, equipment, testing, commissioning, and subcontractor works.
  • Estimate HVAC, plumbing, drainage, firefighting, electrical power, lighting, low-current, and control systems.
  • Prepare labor productivity rates and installation cost analyses.
  • Review and validate BOQ quantities against drawings and specifications.
  • Prepare cost breakdowns, rate analyses, and pricing schedules.
  • Include allowances for wastage, logistics, temporary works, testing, commissioning, and project risks.

Supplier & Subcontractor Coordination

  • Prepare and issue RFQs to approved suppliers and subcontractors.
  • Obtain, review, and compare technical and commercial quotations.
  • Prepare quotation comparison sheets and recommend suitable suppliers or subcontractors.
  • Ensure supplier quotations comply with project specifications and approved manufacturers.
  • Negotiate pricing, delivery periods, payment terms, and commercial conditions.
  • Maintain an updated database of suppliers, subcontractors, and market prices.

Technical Proposal Preparation

  • Prepare complete MEP technical proposals and tender submissions.
  • Develop project methodologies, execution plans, and installation procedures.
  • Prepare preliminary manpower, equipment, and material deployment plans.
  • Develop compliance statements and technical compliance matrices.
  • Prepare lists of proposed manufacturers, materials, systems, and subcontractors.
  • Coordinate technical inputs from design, procurement, planning, contracts, and project teams.
  • Prepare tender-stage value-engineering proposals and alternative technical solutions.
  • Ensure all proposed systems comply with client requirements, project specifications, and applicable codes.

MEP Systems Coverage

The candidate should have strong tendering and estimation experience in the following systems:

  • HVAC systems
  • Plumbing and drainage systems
  • Firefighting and fire protection systems
  • Electrical power distribution
  • Lighting and emergency lighting systems
  • Earthing and lightning protection systems
  • Fire alarm systems
  • Data and structured cabling systems
  • CCTV and access-control systems
  • Public address and audiovisual systems
  • Building management systems
  • Testing, commissioning, and authority approvals

Tender Strategy & Commercial Review

  • Develop competitive pricing strategies aligned with company targets.
  • Recommend profit margins, overhead percentages, contingencies, and risk allowances.
  • Identify opportunities for cost reduction and value engineering.
  • Review contractual conditions, payment terms, warranties, penalties, and project risks.
  • Coordinate with management regarding commercial qualifications and exclusions.
  • Participate in internal tender-review and final-pricing meetings.
  • Support tender negotiations and post-tender clarifications.

Documentation & Submission

  • Compile complete technical and financial tender packages.
  • Ensure accuracy, completeness, compliance, and timely submission.
  • Prepare tender checklists and verify all required documents before submission.
  • Maintain tender records, cost databases, quotations, and historical pricing information.
  • Track submitted bids, tender results, awarded values, and reasons for unsuccessful bids.
  • Prepare handover packages for awarded projects and transfer tender assumptions to project teams.

Requirements

Education

  • Bachelor’s degree in Mechanical Engineering, Electrical Engineering, or a related engineering discipline.

Experience

  • Minimum 7–12 years of experience in MEP tendering and estimation.
  • Proven experience in the Saudi Arabian construction market.
  • Strong experience with contracting, fit-out, renovation, consultancy, or design-build companies.
  • Previous experience preparing tenders for multidisciplinary MEP projects.
  • Experience in commercial, government, office, hospitality, residential, or industrial projects is preferred.

Technical Skills

  • Strong MEP quantity take-off capabilities.
  • Excellent knowledge of HVAC, electrical, plumbing, firefighting, and low-current systems.
  • Strong cost-estimation, rate-analysis, and pricing skills.
  • Ability to read and interpret MEP drawings, specifications, and BOQs.
  • Knowledge of Saudi Building Code, Civil Defense requirements, Saudi Electricity Company requirements, and relevant authority regulations.
  • Familiarity with FIDIC and construction contract conditions is preferred.
  • Proficiency in Microsoft Excel, AutoCAD, and estimation software.
  • Experience with PlanSwift, CostX, Bluebeam, Revit MEP, or similar software is an advantage.
  • Strong knowledge of local suppliers, subcontractors, material prices, and labor rates.

  • Experience in large-scale, multidisciplinary, fit-out, or design-build projects.
  • Strong knowledge of Saudi market rates and approved MEP manufacturers.
  • Familiarity with Saudi Building Code and local authority requirements.
  • Membership in the Saudi Council of Engineers.
  • Professional certifications in cost estimation, contracts, or project management are an advantage.
  • Good command of written and spoken English.
