Job Summary

The Traffic Engineer is responsible for planning, implementing, and monitoring temporary traffic management plans to ensure the safe and efficient movement of vehicles, pedestrians, and construction activities throughout infrastructure projects. The role ensures full compliance with project specifications, Saudi regulations, client requirements, and international traffic safety standards while minimizing disruption to the public and maintaining a safe working environment. The Traffic Engineer works closely with construction, planning, authorities, consultants, and subcontractors to coordinate traffic diversions, road closures, and traffic control measures throughout all project phases.

Job Functions

Main Duties & Responsibilities:

  • Develop, review, and implement Temporary Traffic Management Plans (TTMPs) in accordance with project requirements and relevant Saudi standards.
  • Coordinate with project teams, consultants, clients, and local authorities to obtain approvals for traffic diversions, road closures, and traffic control measures.
  • Conduct traffic impact assessments and evaluate construction activities to minimize disruption to road users and surrounding communities.
  • Monitor the effectiveness of traffic management plans and recommend improvements to enhance safety and traffic flow.
  • Ensure all traffic control devices, barriers, signage, road markings, and detours are installed and maintained in accordance with approved plans.
  • Conduct regular site inspections to verify compliance with traffic management requirements and identify unsafe conditions.
  • Coordinate with construction teams to schedule work activities that minimize traffic congestion and operational disruptions.
  • Investigate traffic-related incidents and near misses, prepare reports, and recommend corrective and preventive actions.
  • Liaise with government authorities, including municipalities, traffic police, and transport agencies, regarding traffic management activities and permit requirements.
  • Review subcontractor traffic management methodologies and ensure compliance with contractual and regulatory requirements.
  • Support emergency response planning by developing traffic diversion strategies for emergency situations.
  • Prepare traffic management reports, permits, inspection records, and documentation required by the client and regulatory authorities.
  • Conduct toolbox talks and awareness sessions related to traffic safety and temporary traffic management.
  • Monitor compliance with QHSE policies, project procedures, and applicable Saudi traffic regulations.
  • Participate in project meetings and provide technical advice on traffic engineering and road safety matters.
  • Promote continuous improvement in traffic management practices to enhance public safety and operational efficiency.

Requirements

  • Bachelor's Degree in Civil, Transportation, Traffic Engineering, or a related Engineering discipline.
  • 5–7 years of total experience, 2-3 years of them are in the same position.
  • Previous experience working on major infrastructure or EPC projects in Saudi Arabia is highly preferred.
  • Experience preparing and implementing Temporary Traffic Management Plans (TTMPs).
  • Experience coordinating with Saudi government authorities such as municipalities, traffic police, and transport agencies.
  • Familiarity with utility works including water, sewerage, stormwater, roads, and associated infrastructure is an advantage.
  • Saudi Council of Engineers (SCE) Registration.
  • Temporary Traffic Management (TTM) Certification or equivalent.
  • Road Safety Audit or Traffic Engineering Certification.
  • IOSH Managing Safely or NEBOSH General Certificate is an advantage.
  • Valid Saudi Driving License is preferred.
  • Strong knowledge of temporary traffic management principles and road safety practices.
  • Familiarity with Saudi traffic regulations, MOT specifications, and relevant municipal requirements.
  • Ability to prepare and review traffic diversion plans and traffic impact assessments.
  • Proficiency in AutoCAD and Microsoft Office applications.
  • Knowledge of traffic engineering software (e.g., AutoTURN, SIDRA, Civil 3D) is an advantage.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Strong communication and stakeholder coordination abilities.
  • Ability to work under pressure and manage multiple priorities in a fast-paced project environment.
  • Proficiency in English is required; Arabic is highly preferred.
