Job Description
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
The Manager III will report to the Enterprise Infrastructure Programs (EIP) Director and also directly supports the Infrastructure and SEO Senior Directors. This position will manage the Nevada National Security Sites (NNSS) Mission Facilities Program Integration Division, ensuring seamless integration with Stockpile Experimentation and Operations (SEO) to maintain Mission Facilities in a capable, execution ready mission posture. This position ensures infrastructure requirements for mission facilities are properly planned, integrated, programmed and implemented in alignment with NNSA, National Laboratory and NNSS Goals and mission objectives.
The Manager III will be responsible for all aspects of Infrastructure Strategic Planning and Integration, Programming, Budget Development and Headquarters Interface and Reporting (NA-10, NA-11, NA-90, NA-19, NA-80, NA-20) in partnership with SEO, supporting NNSS Mission and Support Facilities and Infrastructure.
Key Responsibilities

Mission Facilities Infrastructure Maintenance, Operation and Modernization – Ensure that mission facilities are maintained and operated in a manner that supports and enables mission and experimental program requirements for the following areas:

Core Mission Facilities – PULSE, DAF, JASPER, HEF

Expanding ECSE Mission Support Facilities – Area 11, 06-922, 06-904, A-01, ITS, etc.

Global Security Mission Facilities – Area 12 Tunnel Complex, Desert Rock Airstrip, RNCTEC, RSL-Nellis, and RSL-Andrews, etc.

Responsible for annual programming and budget development processes to include integrated workforce growth/planning forecasts. Planning and Integration to include inputs associated with NA-10, NA-11, NA-90, NA-80, NA-20, NA-19 and other HQ customers/internal stakeholders relative to ECSE, Defense Program, and GS requirements.

Integrate NA-19 Pit Production mission growth opportunities with other NNSA/NNSS mission programs. Ensure CBI, Storage Program, NCSP Program, NA-191 Pit Production Modernization Program, NA-193 At Risk Materials Program and NA-ESH programs are properly integrated in support of enterprise priorities and objectives.

Lead integration with SEO and GS program management staff at NNSS for infrastructure requests and priorities. Serve as spokesperson for Infrastructure supporting the Stockpile Stewardship Management Plan (SSMP) HQ Integrated Planning Group (IPG) and other forums as required. Develop and give briefings on site-wide priorities, challenges, strategies, and enterprise risks

Responsible for the development and implementation of long-term strategic plans integrated with NNSA, National Laboratories and SEO experimental requirements ensuring that NNSS Mission Infrastructure provides a stable platform for mission execution
