Summary:

The Operations Engineer oversees field operations, reviews civil engineering plans, and supports water management initiatives for a medium-sized, single purpose, independent water management district in Florida. This leadership role involves strategic planning, team supervision, and coordination with stakeholders to ensure infrastructure meets regulatory and community standards. The position requires independent judgment, technical expertise, and strong communication skills.

Key Responsibilities:

  • Lead daily field operations, maintenance, inspections, and contractor oversight
  • Oversee and interpret civil engineering plans for compliance with district and regulatory standards
  • Support water management planning, stormwater systems, environmental compliance, and use of telemetry in canals and waterbodies
  • Collaborate with consultants, contractors, and agencies to ensure timely project delivery
  • Prepare technical reports, cost estimates, and infrastructure recommendations
  • Prepare, coordinate and assist district manager in board agenda items
  • Prepare and coordinate receipt, return and release of bonds, including but not limited to performance bonds, cash bonds, and letters of credit
  • Prepare, coordinate and manage district construction projects and professional services with knowledge of procurement, RFQs and RFPs, and contract negotiations
  • Monitor performance and implement operational improvements in field operations
  • Lead emergency response efforts related to surface water and drainage infrastructure
  • Develop proposals, budgets, and timelines for operational initiatives
  • Streamline workflows and introduce best practices and technologies
  • Communicate with leadership, staff, and external partners
  • Mentor team members and clarify roles and responsibilities
  • Resolve field-related issues from agencies, residents, and stakeholders
  • Track project expenses and report outcomes to the District Manager
  • Assist with permitting, records, contracts, and administrative tasks
  • Prepare visual aids and materials for computer presentations
  • Ensure contract compliance and coordinate with legal counsel
  • Serve as emergency responder during storm events
  • Perform other duties as assigned
  • Qualifications:
  • A bachelor’s degree in civil engineering, environmental engineering, or related field; with three (3) years of supervisory experience in surface water field operations or infrastructure management; or any equivalent combination of related training and experience.
  • Preferred Experience:- Professional Engineer (PE) license, or Engineer in Training (EIT) status

– Experience working in or with independent special districts or equivalent governmental agencies

– Knowledge of Florida Department of Environmental Protection (FDEP), and local water management district guidelines

– Proficiency in GIS, AutoCAD, and Microsoft Office Suite

Skills & Abilities:

  • Strong knowledge of engineering plan review, permitting, and government processes
  • Effective multitasking, time management, and communication skills
  • Ability to analyze data, conduct research, and present findings

· Ability to manage time effectively, organize tasks, prioritize projects and communicate progress

  • Ability to communicate with multiple professional and trade disciplines
  • Proficient in software tools including PowerPoint, Project, Excel.
  • Familiarity with Florida’s Sunshine Law and ethics regulations
  • Proven leadership and project completion record

Work Environment & Physical Demands:

  • Office-based with regular field visits; use of District vehicle and standard office equipment
  • Must be able to lift up to 65 lbs and perform physical tasks as needed
  • Requires visual acuity for detailed work

Job Type: Full-time

Base Pay: $80,745.00 – $110,000.00 per year
