Position: Subcontract Manager (18-Month Fixed Term)

Subcontracts Manager (Temporary 18 months)

Victoria, BC or Ottawa, ON

Expected Salary: $67,021 to $83,776

In this role, you will:

  • Be responsible for sourcing, negotiating and awarding Subcontracts for Marine Sector, ranging from Technical Services, Manufacturing, Infrastructure and more.
  • Evaluate opportunities to utilise and establish Standing Offer Agreements or other procurement mechanisms to facilitate efficient contracting and delivery.
  • Work in collaboration with Project Managers to develop Work Packages, Statements of Work (SOW), Supplier Performance Measures and managing workflows through the approval process.
  • Analyse supplier proposals, utilise source selection techniques (best value, total cost of ownership, etc.), establish negotiation and identify supplier risks/opportunities.
  • Provide updates for weekly Subcontract meetings.
  • Support Commercial Team to ensure complete flow down of Prime Contract requirements into appropriate Subcontract terms and conditions.
  • Ensure all subcontracts meet relevant Babcock Canada Commercial, Security and Health & Safety policies and procedures.
  • Work closely with the broader Procurement & Supply Chain Team to support supply chain strategies and initiatives.
  • Work closely with export compliance personnel to ensure subcontractor compliance with all relevant export regulations.

Contract Administration:

  • Act as the primary liaison with the Subcontractor, including conducting on-site and off-site meetings as required.
  • Conduct subcontractor on-site meetings.
  • Work closely with the Project Management Team to ensure the Subcontractor is compliant with security requirements, working within the SOW and staying on schedule.
  • Resolve Subcontractor issues through continuous improvement approach.
  • Manage supplier performance to cost, schedule, quality, technical and contractual requirements.
  • Identify cost savings over the life of the contract to ensure that we are providing our customers with best value.
  • Grow supplier relationships to ensure continued or improved performance levels are achieved.
  • Ensure that supplier’s invoices are reviewed and processed in a timely and efficient manner.
  • Be responsible for reporting and achieving program milestones including but not limited to cost, schedule and quality.
  • Maintain change order requests.
  • Perform Supplier Relationship Management Program as directed by Manager of Subcontracts.
  • Perform other duties as assigned.

The ideal candidate brings:

  • 4-8 years of experience preferably in a complex engineering environment.
  • A Bachelor of Commerce, Economics, or degree/diploma in a related field or a combination of relevant years of experience and education.
  • Knowledge of commercial business practices and experience working with third party suppliers.
  • Experience sourcing, negotiating target rates, and awarding subcontracts for technical services.
  • Team player attitude with leadership skills.
  • Ability to use MS Project and the suite of MS Office.
  • Excellent written and oral communication skills.
  • Technical, Technologist or Trades Experience is desirable.
  • Preferred experience in Marine, Aviation, Defence or Public Works projects.
  • Program or Project Management skills would be an asset.
  • IACCM, APICS, CPSM, CSCP, SCMA or other Certification is an asset.
  • Eligibility for Canadian Secret Security, Controlled Goods, and ITAR Clearances.
